The municipality of Highlands East is facing unemployment, so a strategic plan has been developed.
Councillors say the ultimate goal of the plan is to create business and cultural opportunities, and foster economic development.
One of the things they are focusing on is attracting visitors by having a positive outdoor experience.
To do this, trails are being fixed and completed, and routes are being mapped.
The municipality says tourism is key, and many of the goals developed relate directly to tourism.
